we have winds gusting between 35 and 40 miles an hour across much of the area early this morning. it is lowering temperatures, which are in the upper 20s and low 30s. it's giving us windchill temperatures back down into the teens. look at these current wind gust across the area. a 37-mile-per-hour gust in manassas this hour. 33-mile-per-hour gusts in the washington area. windchills in the teens and 20s. to get your saturday started, temperatures only in the low to mid-30s for the rest of this morning and staying very windy, at least through this morning's hours. as we get into this afternoon, the winds will ever so slightly start to ease up just a touch by late this afternoon into this evening. but it's still going to be an awfully breezy and cold day to be on the outside today. windbreakers and scarves necessary. as we always make that little comment, kids under 40 pounds have some rocks in the pockets. >> all right, chuck. thank you. now to that very serious weather event to the north of us. the blizzard in the northeast is causing major problems right

now. more than 645,000 people across the region are still in the dark this morning. the snow is to blame for at least one death. a driver hit and kill ed a pedestrian in new york. >> and in connecticut, governor dan malloy has closed roads to everyone except emergency vehicles. same situation in massachusetts and rhode island. let's go to nbc's jay grey. he's live in boston. good morning, jay. >> reporter: the official count at logan airport, 21.4 inches. that's going to increase. 400,000 without power in this state. those numbersi could climb as well. the winter storm pounding the northeast since friday continued to strengthen overnight into a fierce and relentless blizzard, making matters worse, hurricane-force winds, gusts up to 75 miles an hour creating blinding conditions. the projected snowfall totals are staggering. before it's over, up to three

feet of snow is expected in parts of new england, including boston. the storm has literally stopped most of new england nits tracks. more than 1800 cancellations at new york area airports, 4700 flights canceled nationwide. the governor of massachusetts ordered all cars off the roadways starting at 4:00. a move that made sense after this 19-car pileup in maine scattered cars across the road and into ditches. >> please, please exercise caution and use common sense. >> reporter: this historic storm is the result of two converging systems colliding over the northeast. >> the conditions are horrible. >> reporter: horrible even for veteran snowplow operators. >> last year we had a very mild winter. very mild. and i guess mother nature is making up for last year. >> reporter: mother nature delivering a powerful punch to a region still recovering from superstorm sandy, which struck just over three months ago.

now, there is some good news in the region. both airports in new york have apparently opened and resumed flights. that's obviously not the case here in boston and won't be for quite some time. in fact, the blizzard warning here has now been extended until 1:00 this afternoon. that's the latest live here in boston. i'm jay grey. back to you now. >> jay, thank you. >> things aren't much better on the rails. acela canceled service today between new york and boston. trains between new york and d.c. will run as scheduled. amtrak is reducing service between new york and boston and will decide later today on what to do for sunday. if you have a ticket but decide not to travel because of the weather, you can get a refund or a voucher for future travel. here in d.c., most ground and air travel is not affected unless, of course, you're trying to get to an airport that's blanketed in snow. some travelers were stuck in place, many of them trying to find another way to get to their destinations. news 4's derek ward continues our team coverage.

he's live at reagan national. >> reporter: good morning. take a look at the runway out here at reagan national. you can see planes are starting to taxi. a couple are indeed taking off. back here at the terminal, you're not really seeing the crowd we saw yesterday. that was at the height of the cancellations. i think people have gotten the word now. take a look at the cancellation board. things north, as there is no surprise about this. bangor, new york, lagaraguardia jfk. we're told some of those airports are open. again, there's nothing coming in and out. you're essentially there. even if you got to the airport, roads in those areas are closed or virtually impassable. it's going to be a challenge for a lot of folks traveling north. they've tried to make other plans. we hear that amtrak is running some trains between here and new york. if you're trying to go beyond that, you're still going to run into trouble. you might want to truck with your carrier, obviously, if you are going to try to fly to points north today. don't know if it's going to happen today.

once these storms start to break down in new york, but again, they have the blizzard alerts until about 3:00 this afternoon. so brace yourself. we're live at reagan national. back to you. >> derek, thank you. we're going to be checking in at various spots clobbered by this blizzard throughout the hour. in our next half hour, we'll hear from a bride in connecticut trying to make the best of all the cancellations on her big wedding day today. new this morning, police shoot and kill a prince george's county woman after they say she came at them with a knife. the officers responded to an apartment complex on 53rd avenue in bladensburg. this was around 10:30 last night. that's when police say a woman pulled out a knife and charged at them. at least one officer fired a gun, killing the woman. police have not released her identity. also new this morning, students at the university of maryland are on alert again after the fourth armed robbery in just two weeks. the latest one happened just off campus last night around 11:00 along lakeland road near rhode island avenue. umd police say two armed men

held up a group of people as they walked down the street. four armed robberies have happened on or near the campus in the last two weeks. another one happened just thursday night when police say someone held a woman at gunpoint. that suspect is still on the run. police are warning students not to walk alone at night. do you live in the district? then today might be a good day to get your taxes done. the annual d.c. tax and financial services fair is beginning on this morning. d.c. residents can have their taxes prepared by an irs certified tax preparer for free. the event is hosted by d.c. delegate eleanor holmes norton, and it's happening at the washington convention center today from 10:00 a.m. to noon. you have to be a district resident to attend. >> it's that time. 9:06 right now. this morning, the president's travel plans after he delivers tuesday's state of the yawnon address. plus, the plans in the works to possibly give federal workers a pay raise. and we've got live pictures as that winter storm slams the

but as soon as they tasted blonde roast, boy they were on board. ♪ federal employees could soon get a raise for the first time since 2010. "the washington post" reports president obama will ask for a 1% raise in the administration's 2014 budget proposal. at the same time, the house will soon vote to extend the freeze of federal pay rates through the end of this year. if that freeze expired, federal employees would get a .5% raise. the president will hit the road after his state of the union on tuesday. he's set to travel to asheville, north carolina, and atlanta midweek. it's normal for presidents to travel on a post-speech tour to further explain their proposals.

today, first lady michelle obama will head to chicago to honor a 15-year-old killed last month. she'll be laid to rest days after performing at some of president obama's inauguration festivities here in d.c. almost two weeks ago, she was hanging out with friends at a park when she was shot and

killed. she was a band majorette for her high school. illinois governor pat quinn will also attend today's service. this morning, despite broadening search efforts, there is still no sign of a former l.a. cop accused of killing three people, including a police officer. these are new photos of christopher dorner taken last month by surveillance camera. investigators searched his mother's home last night. they also continue to scour the mountains just out l.a. despite heavy snowfall. police say dorner is acting out a manifesto he wrote, planning to execute former lapd colleagues and their family members after he was fired from the force in 2008. an alabama prosecutor says we may never know the motive behind the school bus shooting that led to a 5-year-old boy being held hostage. a district attorney says jimmy lee dykes wants to go on live television to make a statement but never told negotiators what he wanted to say. police say he shot and killed a school bus driver last week

before taking a 5-year-old boy hostage in an underground bunker. dykes was killed in an fbi operation to rescue the boy. today's the start of what many in louden county hope will be an annual tradition. the first annual louden health and fitness fair is happening today. it runs from 10:00 this morning until 3:00 this afternoon in leesburg. park and admission are free. remember, we're just about a month away from the nbc 4 health and fitness expo. it's the 20th year for the event. it runs from march 16th and 17th at the washington convention center. speaking of health department, we're a little more than a month into the new year. so come on, be honest, how are those 2013 fitness and diet goals going for you? if you feel like you might need an extra little push, it turns out some apps could help keep you on track. one month into the new year and that resolution to get fit so

the winds outside are ferocious early this morning, averaging 25 to 35 miles per hour sustained. we've had winds gusting way over 40 miles an hour several times. it's a good looking day to be outside. there's the view from our city camera view panning back towards the city of washington. just some fair weather clouds out there today. off to the cloud races. these guys are going by quickly thanks to all the wind energy outside. 33, that's our current temperature in washington. a sustained wind now from the northwest averaging 28 miles per hour. again, winds are gusting higher than that at times. so air temperatures, upper 20s and low 30s around most of the metro area right now. but the windchills are still in the teens and low 20s. so heavy winter jackets and scarves and hats and gloves all required for today. your hour by hour temperatures on their way up. slowly but steadily. it's going to stay windy all day long today. high temperature closing in on

40 degrees around 2:00, 3:00, 4:00 this afternoon. trending right back down below the freezing mark by about 8:00 or 9:00 this evening under a clear sky. the winds will be fading back. a little cooler in northern maryland where highs will stay in the mid-30s. nothing to worry about as far as snow is concerned with all the talk of the big blizzard. here's where the center of it is now. look at that fetch of moisture off the gulf of maine. boston is at number six in all-time snowstorms now. they may be able to crack the top three or four in boston. already a record snowfall now in portland, maine. when you set snowfall records in the great state of maine, that's a lot of snow. for us, nothing to worry about. just a lot of wind today. hold on to your hats and young kids today. the wind will fade away tonight. mostly clear sky will allow for a cold start tomorrow morning but without so much of a wind problem. then tomorrow we'll start out with sunshine but clouds coming back in quickly.

by the early morning hours of monday morning, most of this is going to be rain, but interstate 81, shenandoah valley, northern ya maryland, we may have to watch out for the possibility of wintry weather. for today, wind is your main concern. winds 25 to 35 here for the rest of the this morning. through this afternoon, winds still in the 20 to 30-mile-per-hour range. with temperatures in the mid to upper 30s, it's going to be a chilly one indeed. for this evening, winds back down into the 10 to 20-mile-per-hour range. that won't be too bad at all. here's your all-important seven-day forecast. 39 and tons of wind outside today. tomorrow, sun to start, clouds to finish. rain chances for your monday. again a little chance of some wintry weather first thing monday morning. but snow lovers, my fingers are crossed wednesday, wednesday night, thursday another storm looks to be forming off the coastline here. could be rain. could be snow. doing everything i can, snow lovers, to try and make this one a snowstorm. >> what can you do?

>> well -- >> just hope and pray? >> come on, please. >> all right. >> do a little dance. a snow dance. >> my dancing wouldn't help. >> all right. thanks, chuck. today, hundreds will strip down and brave the cold for a good cause. it's all part of the annual cupid's undie run later this afternoon which will be going across the country, including here in the nation's capital. the run helps raise money for the children's tumor foundation. this year 17 different cities are hosting events and hoping to raise more than $1 million for the charity. can't help but get distracted. today's race starts on pennsylvania avenue southeast and heads west on to independence avenue. then it goes up first street pass the u.s. capital and the supreme court. these roads will be closed for the run, which goes from 1:00 to 3:30 this afternoon. >> may want to consider the long underwear today. in parts of asia, more than 1.5 billion people are getting ready for the lunar new year. tomorrow marks the beginning of the year of the snake.

markets are busy with people buying food and putting up decorations. it's observed by many as a three-day holiday. people will be celebrating this lunar new year in our area too. fair oaks mall is holding a celebration today from 1:00 to 6:00. and our lady of vietnam catholic church has a mass tonight at 6:00. george's county woman after the cops say she tried to attack them. officers shot the woman after they say she charged them with a knife. her identity has not been released. another armed robbery overnight near the university of maryland. umd police saying two men held up a group walking down lakeland road last night. this is just off campus. this marks the fourth robbery on or near the campus in just two weeks. and back to the snow that is still coming down in the northeast. boston has received 21 inches while portland, maine, has a new record with 29 inches. that's nothing compared to milford, connecticut, which has experienced 38 inches of snow. it just keeps on coming down there. >> around here, don't deceived. the sun is out, but the wind, it's just blowing. >> sure is. let's go to meteorologist chuck bell. >> we have everything we need for a great blizzard here in washington except for the snow, unfortunately. we have all the wind we would have needed if we could have

just had a little snow around here. it would have been quite a storm to look at. unfortunately for us, all we have is wind-whipped sunshine out there early this morning. some fast-moving low clouds across the area. temperatures are not going to budge too much today thanks to this northwesterly wind. we're just barely above the freezing mark now. winds are out of the northwest averaging 28 miles per hour. check out these wind gusts still. a 39-mile-per-hour wind gust in leesburg this hour. 36 at andrews air force base. nearly 40 miles per hour at the inner harbor in baltimore. very, very windy and chilly today. windchills rating now only in the teens and 20s. windchills will stay in the 20s to around freezing all day long. the rest of the weekend forecast coming up. the snow is still falling throughout the northeast this morning. many cities are seeing or close to seeing record snowfalls this weekend. >> one of those cities is boston, where the weather channel's jim cantore is right now with more. >> reporter: officially at boston, this is kind of what puts this into history.

portland, maine, all-time record snow at 29-point something inches. either way, it's a huge snowstorm. boston here at 21.8 as of 7:00 a.m. that's sixth all time. they'll probably go into the top five. concord, new hampshire, top three all time. new york city, a foot. there are parts of long island, connecticut, rhode island, and massachusetts that have gotten over 30 impnches of snow. maine as well. many are in the 30-inch club. my hat's off to the city of boston. hands down. this thing was coming in two inches an hour. they have not stopped. we're talking about sidewalks that are clear, roads are clear. the good news is everybody's heeding the advice and staying off the roads. now, though, we are seeing connecticut, we are seeing rhode island basically close all roadways there. now they have to get back in there and clean all the mess up. the good choice was governor t patrick here.

he closed them before the storm. back to you. >> jim cantore in boston. new york police are working to get dozens of stranded cars off the long island expressway. between 60 and 100 cars are stuck in the snow. people started getting stranded friday afternoon and things got progressively worse because the snow started piling up. police say there haven't been any reported jaurs out there. the snowy weather turned at least one connecticut man into a local hero. orland small drives a tow truck in the kbrgranite state. he spent the day driving around rescuie ining people who have g stuck. >> no job too big or small for us. >> the tow truck is on the way? >> yes, it is. it will always be on the way. that's what we do. we're always on the way to get you when you need us. >> small agrees with leaders around the region. if you don't have to go out, stay off the road.

the district is hoping for your input. plenty of people this morning will sound off about transportation in the city. d-dot is hosting today's move d.c. idea exchange. the district wants anyone who lives, works, or travels through the city to come share their ideas about transportation. it's happening at the martin luther king memorial lay brar in chinatown. it started just a few minutes ago and lasts until 3:00 p.m. meanwhile, track work on two metro lines could cause delays for you this weekend. on the red line, trains will single track between shady grove and twin brook and between rhode island avenue and tacoma. on the orange line, you're going to see trains sharing a track between boston and west falls church and also between stadium armory and cheverly. work lasts through tomorrow night. the time right now is 9:35. what a waiter said to a rude customer that earned him a special honor. and how one bride won't let this northeast blizzard ruin her wedding day. weddinmy mom doesn't drink starbucks coffee

this morning, a special honor for a waiter who stood up for a boy with special needs. michael garcia was barely able to hold back the tears as the boy's school in houston, texas, thanked him. three weeks ago, garcia was at work when a customer sat down and started making comments about 5-year-old milo who has down syndrome. his parents are regulars in the restaurant, so garcia refused service. >> i heard the man say, special needs children need to be special somewhere else. at that point it was like, okay, done, no more. i'm sorry i can't serve you. it's just not right. >> he is so precious. as if standing up for the boy weren't enough, garcia made another huge gesture. he presented a check worth more than $1100 for the school. taking little kids out to dinner is usually a recipe for disaster, but one washington

today's a major day for tech giant microsoft. it's their first attempt at building a pc itself. the seattle times calls it faster and more powerful than a new desk top or laptop and could be the perfect ltablet for many business people. next week maryland senator ben carden will renew his call for national parks to honor h r harriet tubman. he says he will also support a resolution commemorating the 100th anniversary of tubman's death. despite the snow, a happy couple in connecticut will tie the knot today. i'm serious.

they'll get married at the hilton hotel in hartford despite the massive snowstorm. sister station wvit talked to the bride yesterday and asked how she's doing with the storm. >> it's been great. i mean, all of our friends are here. all of our family is here. they're supporting us. we're just getting through the day and going to make it to our ceremony tomorrow afternoon. everything is going to be great. it's our winter wonderland w wedding. >> the happy couple says they expect around 160 people at their wedding today and won't be going anywhere soon. governor dan malloy has banned any road travel today except for emergency vehicles. >> so they'll have to work. >> so much for their honeymoon to colorado to go snow skiing. they don't have to go anywhere. >> one of our viewers recommended that the bride and groom invite stranded travelers to the reception to avoid paying for all the no shows. you know the hotel is probably still going to rake in for those that don't show up. >> absolutely. who doesn't want a free piece of

on the potomac, you know it's a windy day. 33 degrees right now in washington. the winds remain out of the northwest. this is averaging 28 miles per hour. the winds are regularly gusting between 30 and 40-plus miles an hour across the area. so kite fliers, be ready. you better have a pretty strong rope tied to that kite today. 30 in gaithersburg. rochville and bethesda all in the upper 20s still. 31 now in buoy. with that wind out there, look at windchills now. 11 the current windchilln hagersto hagerstown. generally upper teens to around 20 for windchills around the area. if you're planning to go outside here in the next couple hour, windchills in the teens and low 20s for the remainder of your saturday morning. wind jackets for sure. little ear muffs wouldn't hurt

arnett as a couple with a new baby. it struggled with ratings, as it's seen several changes in the producer ranks and its camera format. justin bieber will be hosting and performing tonight on "saturday night live." his fans prove why they are considered some of the most loyal in music. fans defied mother nature yesterday lining up in the snow to try to snag tickets for tonight's show. because of the storm, snl officials decided to give out stand-by tickets last night instead of waiting until this morning. they also decided to feed these loyal fans, giving them some pizza while they waited in the cold. you can watch justin bieber host and perform on "saturday night live." that starts at 11:30 here on nbc 4. before we go, we want to take you live out to boston, massachusetts. we've been reporting all morning that this has been the bulls eye of this blizzard. you can see jim cantore there getting all suited up. where's his gloves?
